PIONEER is a web-browser based software
tool designed to identify optimal investment and changes in operational strategies to
achieve specified serviceability at least cost, subject to resource and capacity constraints.
In keeping with best practice in asset management investment planning, PIONEER is designed
to provide an integrated modelling environment to implement analyses that are:
Focused on the provision of service to customers and the environment (assessed by
Serviceability Indicators)
Risk-based and forward-looking
Founded on the principles of the Common Framework and subsequent Ofwat guidance
Able to identify an optimal set of interventions to meet a chosen planning objective
Able to provide improved understanding of future serviceability risk with and without
capital or operational interventions, including investments related to other 'drivers'
such as Supply/Demand Balance, Quality, and Enhanced Service Levels supported by
customer 'willingness to pay'.
The principal components are:
An Asset Data Store that collects together data from a number of sources for use
in serviceability forecasts and optimisations.
A Serviceability and Cost Forecaster that stores and allows user configuration of
models for estimating future values of Serviceability Indicators and costs, with
and without maintenance interventions.
An Intervention Option Generator that allows users to configure intervention options
to be considered for assets, and the models to be used to estimate their costs and
benefits.
An Optimiser that selects the interventions required to meet a user-defined planning
objective.
A Job Scheduler that allows the user to set up and run a series of forecasts and
optimisations.
Flexible tools for results presentation and reporting.
The maintenance of an audit trail.
